This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category/Critical Need to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at the Directorate of Emergency Services (DES) Police/Provost Marshal Division, located at Forest Glen Annex, Silver Spring, MD . Incumbent will serve as SUPERVISORY POLICE OFFICER (WATCH COMMANDER).
Duties
Serve as a Supervisory Police Officer (Watch Commander) with overall command and control responsibility for all law enforcement patrol desk, communications, and administrative operation during assigned shift.
Assign work to be performed by employees in the unit and reviews work on a regular basis.
Maintain communications with mobile patrol units and posts and pass directions and information to subordinate law enforcement officers on patrol assignments.
Coordinate emergency responses between law enforcement, security, fire, and other emergency units.
Ensure proper response to various calls for law enforcement services at all levels (felony and misdemeanor) to include crimes in progress, citizen complaints, and emergency situations to include natural and manmade disasters.
Supervise investigations not referred to detectives in areas such as, but not limited to, thefts, assaults, illegal drug possession and domestic disputes.
Conducts and participates in the training program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This position requires a Secret security clearance.
- This position requires a one-year Supervisory probationary period.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position requires that you submit to random urinalysis exams and sign a DA Form 5019 drug testing position form.
- The selectee is required to carry a firearm and must remain proficient in the used of the assigned weapon.
- Must possess and maintain a valid driver’s license.
- This position requires successful completion of pre-employment and annual physical examinations.
- This position requires successful completion of annual physical agility fitness tests.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirement.
- Must report to work during inclement weather.
- Must successfully complete the USAMPS Civilian Police Academy Program of instruction within one year.
- Must work both planned and unscheduled overtime.
- Use Personal Protective Equipment (PPE) when required.
- Successful completion of Cardio-Pulmonary Resuscitation (CPR) Certification and First Aid training.
- Operate an Emergency Vehicle when patrolling and must successfully complete the Emergency Vehicle Operator's Course.
- Position designated as a Mission Essential position.

SPECIALIZED EXPERIENCE: Must possess one year of specialized experience which includes:
1. Applying law enforcement operations, practices, and techniques to prevent, detect and investigate violations of law, rules, and regulations,
2. Analyzing emergency situations to provide emergency response,
3. Coordinating law enforcement activities, AND
4. Interpreting regulations to determine the enforcement of appropriate laws.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
