As the Management and Program Analyst located at the VA Central Office in Washington, DC and organizationally aligned, in order, under the following: Department of Veterans Affairs, Veterans Benefits Administration (VBA), Compensation Service (CS), Policy staff, Program Implementation staff. The goal of Compensation Service is to deliver world-class service to Veterans and their families through effective communication and management of people and business processes.

Duties

Monitor, advise, and oversee the tracking and evaluation of project milestones for assigned Integrated Project Teams (IPTs). Manage and coordinate multiple projects or programs concurrently utilizing various resources with internal and external stakeholders. Provide consultation in the development of achievable performance measures that also assure quality and consistency. Research and analyze legislation, legislative history, regulations, regulation history, policy, case law, scientific studies, and claims data in order to formulate policy decisions affecting disability claims processing. Review and evaluate policies and procedures to determine gaps where additional guidance is needed Apply benefits laws and regulations that pertain to Compensation Service (CS) benefit programs Demonstrate mastery of the claims process, procedures, functions, responsibilities, and authorities that interact in the administration and implementation of the CS benefits program. Participates in special projects devoted to supporting policy analysis and updates. Communicate complex statistical findings and recommendations to executive leadership. Translate the results of analysis into clear, actionable communications that equip an organizations decision makers to make informed, data-driven decisions Create and or prepare policy recommendations in writing using correct English, grammatic structure and spelling

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as:(1) Manage multiple programs and/or projects; (2) Research federal statutes, regulations, court decisions, policies and procedures pertaining to the adjudication of claims for compensation or other related benefits; AND (3) Experience involving policy development, while maintaining effective work relationships; (4) Utilizing effective oral and written communication skills. There is no option for educational substitution at grade GS-13 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
