This position is located in the Veterans Benefits Administration, Oakland Regional Benefits Office, Office of the Director. The incumbent is responsible for a wide range of duties. The incumbent serves as a Supervisory Program Specialist responsible for providing performance management and technical support for the regional office HR program. The incumbent is the key advisor to the Director and the Division Chiefs on all human resources issues and coordinates directly with the HR Center.

Duties

This position includes but is not limited to the following: Decision Making - Specifies goals and obstacles to achieving those goals, generates alternatives, considers risks, and evaluates and chooses the best alternative in order to make a determination, draw conclusions or solve a problem. Human Resources - Knowledge of Federal Human Resources Management laws, regulations, policies and prevailing practices. Organizational Development - Knowledge of the principles of organizational development and change management theories, and their applications. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. Supervision - Ability to manage and/or supervise (plan, organize, direct, control, review, etc.) the work activities of subordinates. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2023. MINIMUM QUALIFICATION REQUIREMENT: To qualify for this position, applicants must meet all requirements by the closing date of this announcement: TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. NOTE: A copy of your most recent NON-AWARD SF-50 must indicate proof of status and should identify your position title, series, grade, step, salary, tenure and type of service (Competitive or Excepted). To verify you meet Time-in-Grade requirements, also submit a SF-50 reflecting when you entered your highest grade held (e.g. Promotion, Appointment, etc.). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Please do not submit a general adjustment SF-50, as this does not confirm time in grade. Specialized Experience: Applicants must have one year of specialized experience at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying and providing guidance on multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Labor Relations.Examples of specialized experience would typically include, but are not limited to: Provide advice and guidance in the areas of staffing and recruitment; Defending agency actions in front of a 3rd party hearing (FLRA, MSPB); Experience as the chief negotiator in labor negotiations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is performed mainly in an office environment with minimal exposure to injury. Frequent mental and visual concentration for computer usage and reading/assimilating technical information and for observing and recognizing behavioral cues. Requires the ability to receive detailed information through verbal and written communication., including active listening for rapport building and counseling. Alternates walking and sitting throughout workday.
