This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as the Operations and Engagement Officer and will serve as the primary "customer rep" to supported military organizations and will oversee diverse/technical work, including data analytics and software application development. Oversees multiple technical projects supporting the development of tools/software applications for use by CCMD's/Military units.
Duties
As a OPERATIONS AND ENGAGEMENTS OFFICER at the GS-0301-13/14 some of your typical work assignments may include:
Provides direction, guidance, and representation for a team engaged in delivering rapid prototyping data analysis and visualization solutions.
Develops and maintains numerous CCMD relationships and interfaces with program offices to ensure developed prototypes are operationalized/sustained. Conducts frequent face-to-face meetings globally with CCMDs to discuss needs, the drafting of requirements documentation, developing support agreements and Plan of Actions & Milestones (POA&Ms); Collects and acts upon constant customer feedback on DTRA developed prototypes.
Interfaces with supported organizations:
- Shares information about DTRA data analysis and visualization capabilities.
- Identifies and documents related counter-weapons of mass destruction (CWMD) / emerging threat requirements.
- Discusses, reaches agreement upon, and prioritizes support activities.
- Develops and communicates project milestones and progress against them.
- Delivers, solicits feedback on, and collaboratively refines work products (e.g., software applications, data analysis, etc.).
- Builds and maintains relationships, with organizations such as the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense, and drafting/negotiating/implementing transition agreements.
Guides operations of ADST's rapid prototyping function:
- Plans future customer engagement and support activities, incorporating an understanding of the team's unique capabilities and the Agency's mission/priorities.
- Actively balances new project requirements with ongoing project commitments/workload, considering available resources.
- Develops and implements process improvements to increase efficiency, effectiveness, and coordination.
- Monitors and reports to leadership on progress against project milestones. Recommends work plan changes to maintain cost/schedule.
Coordinates activities across the Agency and with partner organizations:
- Works with other Agency departments and offices (e.g., information technology, facilities, etc.) to request support.
- Ensures activities are conducted in compliance with Directorate, Agency, and Department of Defense policy and guidance.
- Represents ADST team capabilities and work products in briefings, meetings, and demonstrations.
- Develops and maintains partnerships with program offices for the transition and sustainment of DTRA-developed prototypes.
Performs other duties as assigned.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to theGS-13 grade level in the Federal service:
Extensive experience interfacing with different customer organizations (particularly military) to identify and capture requirements, develop collaborative project plans, deliver capabilities, and receive feedback.
Extensive experience with countering weapons of mass destruction (chemical, biological, nuclear, or radiological) missions.
Extensive experience overseeing projects--defining objectives and milestones, measuring and reporting on progress, and dealing with challenges or setbacks.
Demonstrated experience communicating complex technical concepts clearly and effectively, both orally and in writing, to a non-technical audience.
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience interfacing with different customer organizations (particularly military) to identify and capture requirements, develop collaborative project plans, deliver capabilities, and receive feedback.
Experience with countering weapons of mass destruction (chemical, biological, nuclear, or radiological) missions.
Experience overseeing projects--defining objectives and milestones, measuring and reporting on progress, and dealing with challenges or setbacks.
Demonstrated experience communicating complex technical concepts clearly and effectively, both orally and in writing, to a non-technical audience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
