THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN USPFO, Indiana National Guard under Position Description Number T5132000. Duties

Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques. Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations. Performs varied duties, involving financial services payment systems. Applies information derived from personnel management systems to ensure proper pay and entitlements to Soldiers and civilians. Schedules, runs, and analyzes various financial system reports, such as daily activity reports, error/reject reports, status reports, discrepancy and mismatch reports, transaction reports, and ad hoc reports. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.

  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • THIS IS A FINANCIAL MANAGEMENT LEVEL 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Qualifications

GENERAL EXPERIENCE: Experience through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors). Experience in financial management by collecting data effectively, efficiently, and accurately, clerical duties, communicating with individuals at different levels in order to assist and provide information, using computers and automated systems, writing reports and presentation formats, and applying procedures and directives by reading and interpreting program material to solve variety of problems or tasks. SPECIALIZED EXPERIENCE: Must have at least 12 months of experience in responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Must have at least three months of basic finance program training or competencies that provided knowledge of financial principles and procedures. A qualified applicant must understand the basic principles and concepts of the National Guard financial business program requirements. The applicant must have private or public finance program experiences, along with competencies, that provided knowledge of financial principles and procedures. An applicant must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. The applicant must have the specialized experiences in providing analysis, validation, processing and correction of financial transactions. Education

Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
