THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN USPFO, Indiana National Guard under Position Description Number T5130000. Duties

Serves as Team Leader. Communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and entitlements to evaluate alternatives and arrive at decisions, conclusions and recommendations. Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations. Performs or conducts research, investigates and solves problems involving reconciliations of discrepancies. Coordinates with internal/external financial/program management personnel to resolve issues and/or prevent accounting errors. Performs varied duties, involving financial services payment systems. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.

  • IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension. GENERAL EXPERIENCE: Work that involves performing or supervising financial clerical or financial technician assistance in support of accounting, auditing, budgeting, or financial management functions or fiscal operations. Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Clerical work involves compiling figures, maintaining records, compiling reports, or performing other procedural work which represents the transactions or business of an organization. Requires a knowledge of the procedures and techniques involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines. Work may involve various kinds of duties which require applying a practical knowledge of regulations and precedent cases. Requires applying specific procedures and established methods. May perform specialized non-administrative work in preparing data for automated financial systems or may support professionals by writing synopses of audits or financial reports or deciding entitlements against definitive criteria. SPECIALIZED EXPERIENCE: Must have least 12 months equivalent to the next lower grade level. Coaching a team in the selection and application of appropriate problem solving methods and techniques in financial management; advises on work methods, practices and procedures; and assists in identifying the parameters of a viable solution. Knowledge and skills in several financial, computer and personnel file systems, procedures, techniques, and methods to resolve complex or sensitive problems. Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Makes adjustments to accomplish the workload in accordance with established priorities. Uses independent judgment to reconstruct incomplete files, devise more efficient methods for procedural processing, gather and organize information for inquiries, or resolve problems referred by others. Skill in determining appropriate travel entitlements for multiple duty statuses and situations including Temporary Duty Travel (TDY), local travel, Permanent Change of Station (PCS) and ITA's. Knowledge of tax regulations, systems, and processes involving tax documents, Do-it-Yourself (DITY) payments, and Relocation Income Tax Allowance (RITA) payments. Education

Substitution of Education for Specialized Experience.
Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.
