Duties
The duties, described below, represent the major duties performed at the GS-10 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
Plans work to be accomplished by subordinates, establishes priorities and prepares schedules for completion of work.
Defines standards for work and prepares instructions for its accomplishment.
Certifies position descriptions, develops performance plans and prepares performance appraisals.
Responsible for process improvement, through ongoing analysis of customer needs to increase productivity and quality.
Requirements

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09, applicants must have served 52 weeks as a GS-08 or higher in the Federal service. To be considered for the GS-10, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-08 if applying for the GS-09; GS-09 if applying for the GS-10) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-09 specialized experience is defined as: assisting in the adjudication of debt/waiver applications and their supporting documentation; researching payroll regulations and precedents to help in the adjudication of those applications; preparing reports outlining and supporting the determinations made during the adjudication of debt/waiver applications citing laws and legal precedent; and processing payroll adjudications and adjustments in an automated pay system as a result of claims decisions.
GS-10 specialized experience is defined as: adjudicating claims of indebtedness; determining any indications of fraud, misrepresentation, fault or lack of good faith on the part of the individual or other person having interest in the claim and preparing detailed written notification of the decision and appeal rights.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-10 Substitution of Education for Experience: Eighteen (18) months of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement when the education is directly related to the position being filled.
