This position is located within the Criminal Division, Office of Administration, Resource Planning and Evaluation (RPE) staff.

Duties

As a Program Analyst you, will: Establish criteria to measure attainment of program goals and objectives within the Criminal Division, ensuring that the organization uses the best practices available to aid in improving overall performance. Direct the compilation and coordination of budget related materials for use in briefing top officials. Review and evaluate information and data concerning the budget for major organizational components. Review and present budget issues to management for technical approval and resolution. Develop and conduct organizational analyses to evaluate the organization's ability to achieve goals and objectives. Develop new or modified organizational practices or procedures for administering program services. Assess program compliance with organization's goals and propose significant changes to work practices and procedures. Resolve difficult problems of prediction and forecasting due to fluctuation of costs for services or products. Evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program setting. Qualifications

To qualify at the GS-09 grade level, applicants must have one of the following: Two (2) full years of graduate education or a master's degree, LL.B, J.D., or equivalent degree that demonstrates the competencies needed to do the work of the position; OR At least one (1) year of specialized experience at, or equivalent to, the GS-07 grade level. Examples of specialized experience include: independently researching relevant regulations and directives to answer routine questions; effectively interpreting existing budget policies and procedures in order to make acceptable recommendations; and preparing various reports and information for management concerning the financial management of funds; OR A combination of education and experience. To qualify at the GS-11 grade level, applicants must have one of the following: Three (3) years of progressively higher level graduate education, leading to a Ph.D. or equivalent doctoral degree; OR At least one (1) year of specialized experience at, or equivalent to, the GS-09 grade level. Examples of specialized experience include: preparing various reports and information for management concerning the financial management of funds; applying financial principles, theories, and concepts to address problems in attaining program management goals; and promoting efficiency and cost savings by reviewing internal processes and procedures and making recommendations for improvements; OR A combination of education and experience. Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
