This vacancy is for a Management & Program Analyst in the International Trade Administration within the Department of Commerce.

Duties

As a Management & Program Analyst, you will perform the following duties: Identify procedural problems in program operations using quantitative or qualitative methods; conduct studies on operating programs and analyze findings. Make recommendations in reports, study proposed legislation and/or regulations for impact on programs; research current or new management practices for application to programs or operations, that result in process improvements. Interact with internal and external stakeholders within the Office of Industry and Analysis' business unit, and with external stakeholders, (i.e., International Trade Administration bureau, Department of Commerce, and other Federal Agencies). Assist with collecting and assembling information for the supervisor or obtained by contacting officials throughout the various offices and bureaus of the Department and from other entities within and outside the Government. This Job Opportunity Announcement may be used to fill other Management & Program Analyst GS-0343-9/11/12/13 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at any of the grade levels, the below specialized experience requirement must be met for the grade level, as described: SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes: Assists with program studies and/or analysis of operations to achieve greater economy and efficiency. Prepares materials for workflow and operational analysis, cost studies, and/or equipment utilization. Prepares initial work plans and draft reports based on existing procedures or observation of the activity to be studied. Reviews both operational plans and current and incoming work projects. Makes recommendations for improving methods. Determines the need for work standards and control systems. OR EDUCATION: Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. TRANSCRIPTS REQUIRED. OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes: Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution. Reviews reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized. Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems. Reviewing, analyzing, and providing information from multiple systems. OR EDUCATION: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. TRANSCRIPTS REQUIRED. OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Identifies procedural problems in program operations, using quantitative or qualitative methods. Conducts studies on operating programs. Analyzes findings. Makes recommendations in reports. Studies proposed legislation and/or regulations for impact on programs. Research current or new management practices for application to programs or operations. Researching and interpreting program related laws, regulations, guidelines, and procedures. NOTE: There is no substitution of education for specialized experience at the GS-12 level. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Conduct detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Develops new methods, organizational structures, and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques. Overseeing the development of plans and execute the analysis of both quantitative and qualitative. NOTE: There is no substitution of education for specialized experience at the GS-13 level.
