The Facilities Management Department in Syracuse, New York is tasked with the operation and maintenance of a major medical facility. Serves as the primary technical expert in the fields of utility maintenance, operations, repairs and minor construction within the Medical Center.
Duties
Manages all aspects of these programs including the management and projection of funding, staffing, establishment of policy and protocol, long range program planning, regulatory compliance, quality improvement and VISN level program planning.
Assures the continuous operation of services which include Ground Maintenance and Utilities Management and the Medical center water distribution system.
Responsible for the cost containment and energy conservation program for operations and utility systems.
Hears grievances, reviews disciplinary actions, identifies and provides training, evaluates contractor work, approves within in grade and overtime, and recommend awards.
Reviews construction projects drawings and scopes prepared by the facility Chief Engineer.
Comments and/or makes recommendations as needed to address issues with existing conditions, design features, costs, energy savings, and maintenance complexities.
Plans, directs, schedules and supervises work performed by the Operation, Utility, Maintenance and Repair and the grounds shops.
Assigns work based on the qualification of the tradesman, in accordance with position descriptions and concurrent work assignments.
Insure that maintenance and repairs projects are completed in a timely manner within budget constraints.
Conducts in-depth reviews of submitted project proposals to assess facility and/or construction needs and priorities.
Tailor programs to satisfy site conditions and needs specific to the facility.
Projects, manages and approves expenditures for all Operations fund control points including utilities, parts, service contracts, operations and building service equipment procurement.
Prepares and revises safety instructions, guides, and procedures relevant to eliminate hazardous operating processing or environmental conditions.
Ensures that periodic tests are made of the Medical Center's drinking water and that samples are sent to Laboratory Section for analysis.
Responsible for the Medical Center's utility contracts for electricity, steam and natural gas.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
