This position is located within the Facility Management Service (FMS) at the Veterans Affairs Medical Center in Syracuse, New York. The Facility Operations Specialist serves as the principal contact for facility construction, maintenance and repair planning, and strategic capital planning.
Duties

The major duties and responsibilities include, but are not limited to, the following:
Receives requests for alterations, repairs, minor construction, or maintenance to be accomplished by contractors and ensures all available information is available before scheduled start date;
Identifies and schedules for each job: materials, parts, equipment, manpower, hazardous conditions, protective clothing, specific safety procedures, job hazard analysis, etc.;
Coordinates in-house construction projects with Acquisitions Management Service for capital equipment purchases, and with Biomed and Careline Managers to coordinate high cost/high technology medical equipment;
Facilitates optimum effectiveness and efficiency utilizing available man-hours, equipment, and funding resources to meet program and mission needs;
Tracks contractor's work progress and performance through progress reports and recommends adjustments as necessary;
Develops annual and 5-year plan for replacement and/or modernization of facility equipment to enhance maintenance effectiveness and efficiency;
Interprets and evaluates maintenance requirements and operational capabilities of equipment;
Monitors status of funds considering status of procurement bids, transfer of available funds to other categories of equipment/construction to insure utilization and timely obligation of funds;
Analyzes work priorities, work load, inventory, equipment and supply availability, weather conditions, scheduled outages, and environmental issues;
Determines cost effectiveness of repairing or replacing systems using cost analysis and equipment history files;
Conducts environmental inspections to assure quality control of work performed by the engineering staff;
Creates follow-up measures on critical or urgent items found;
Serves as a key member of the Strategic Planning Committee and the Space Committee;
Generates reports on staffing, real property, building equipment, space management, biomedical equipment, safety concerns, etc.;
Reviews data to compile statistics and analytical studies;
Performs other duties as assigned.
Work Schedule: Monday-Friday, 7:30am-4:00pm

NOTE: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Qualifications
To qualify for this position at the GS-9 level, you must meet one of the following criteria:
SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the next lower grade level (GS-7) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Facility Operations Specialist GS-9. Examples of specialized experience include: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans/specifications for workability, informing contractors of construction and reporting requirements; performing maintenance or construction work, including estimating material and labor costs for a variety of construction and/or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other structures ranging from one- or two-story buildings to larger structures), overseeing actual work operations, and maintaining appropriate contacts with the organization funding the project. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.
OR
SUBSTITUTION OF EDUCATION: Successful completion of two (2) full years of graduate level education from an accredited college or university leading to a masters or equivalent graduate degree or LL.B. or J.D. in a related field of study. Major study must be in engineering, industrial arts, property management, or business administration and demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of successfully completed graduate level education (beyond 18 semester hours) and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required.
To qualify for this position at the GS-11 level, you must meet one of the following criteria:
SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Facility Operations Specialist GS-11. Examples of specialized experience include: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans/specifications for workability, informing contractors of construction and reporting requirements, supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction and/or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.
OR
SUBSTITUTION OF EDUCATION: Successful completion of three (3) full years of progressively higher-level graduate education from an accredited college or university leading to a Ph.D., or equivalent doctorate degree, or LL.M. in a related field of study. Major study must be in engineering, industrial arts, property management, or business administration and demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
