The Facility Operations Specialist for the Syracuse VA Medical Center serves serves as primary support network concerning facility in-house construction, maintenance and repair planning; strategic capital planning, and collaborates with top management on special projects that involve detailed broad-based project management, such as major equipment installation and departmental capital project coordination.
Duties
Syracuse VAMC is a 154-bed tertiary care hospital responsible for eight community based primary care clinics (Rome clinic is wholly owned by Syracuse). The defined service area for Syracuse VAMC is 13 counties in Central New York. Serves as primary support network concerning facility in-house construction, maintenance and repair planning; strategic capital planning, and collaborates with top management on special projects that involve detailed broad-based project management, such as major equipment installation and departmental capital project coordination. This position essentially has program compliance oversight of Engineering Service's Joint Commission Regulatory maintenance and repair/testing program along with scheduling, planning and ordering for the station level construction program. Syracuse has a multi-million-dollar inventory consisting of thousands of items ranging in all degrees of complexity.

Receives requests for alterations, repairs, minor construction, or maintenance to be accomplished by contractors, and provides design criteria and recommended location based on functional requirements of equipment???????
Identifies and schedules for each job: materials, parts, equipment, manpower, hazardous conditions, protective clothing, specific safety procedures, job hazard analysis, etc., while having a broad latitude to prioritize, integrate and coordinate various work activities, as well as contracted work.
Coordinates in-house construction projects with A&MM capital equipment purchases, and coordination with Biomed and Care line Managers to coordinate high cost/high technology medical equipment.
Establishes the Scope of Work, estimates the project timeline and procurement strategies, along with ensuring proper coordination and implementation of associated maintenance and repair, construction, renovation, testing, and equipment installation projects.
Supports the facilities in design process and facilitates the implementation process to ensure timely communication and activation throughout the assignment.
Coordinates with customers to ensure complete and accurate needs have been accounted for.
Records data consolidating such factors as age of equipment, maintenance down time, utilization, continued availability of parts from vendors, etc.
Monitors and tracks major/ minor maintenance and repair projects from inception to completion. Tracks contractor's
work progress and performance through progress reports.
Focal point for the coordination and administration of contract work to support minor construction related to equipment purchases, moves, ore replacements
Answers inquiries on work status, facility or equipment maintenance history, document numbers, trouble reports, outage requests, etc.
Arranges for the provision of utilities, communications, grounds maintenance, and minor construction and repair.
Inspects repairs and signs off on the work order at completion. Ensures timely and efficient project activations by working closely with the project engineering section to ensure a smooth transition between project completion and project activation.
Continually analyzes workload and workflow to monitor progress and trends on work orders and preventative maintenance and construction to maximize the efficient use of resources.
Maintains an awareness of available resources (space, equipment, personnel) and advises management officials on the efficient distribution of the resources
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position, you must have served 52 weeks at the GS-07 level.
For a GS-11 position, you must have served 52 weeks at the GS-09 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.- Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond amount required for the GS-07 grade level.
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to.as the point of contact relating to the day-to-day operations, maintenance, and repair of all buildings, grounds, and mechanical equipment housing medical, dental, and other activities, annually develops a comprehensive program of facility maintenance and repair for assigned facilities, directly supervises employees, exercises supervisory authorities and responsibilities involving work assignments and reviews, as well as the administrative personnel management functions relative to the staff supervised, determines the total budgetary requirements to support the assigned facilities operations, maintenance, and repair plans. Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Incumbent may carry and lift light items weighing less than 15 pounds.
