About the Position: Serves as the Chief of Staff, with responsibility for all matters involving interpretation, implementation, formulation, and evaluation of administrative policies and procedures relating to the direction, operation and management of Headquarters staff functions and field operating activities.
This is a term position NTE 13 months open to ICTAP applicants only.
Duties
Recommends changes to existing broad administrative policies affected
thereby, and takes action to implement the intent and emphasis of such directives in basic policies
of the Chief of Engineers, and in issuances to USACE staff elements.
Responsible to the Senior Leadership, on financial execution matters, areas requiring command and staff attention, other matters having financial implications to maintain balance and efficiency in the performance of the Headquarters Operating Budget.
Responsible for managing the manpower management program of the Headquarters Support
Directorates, designed to meet the needs of management in accomplishment of assigned missions, ensuring efficient and economical use of resources.

Specialized Experience: One year of specialized experience which includes: Develops administrative policy positions and/or directive actions for issuance to USACE staff organizations. Assist senior leaders with financial execution matters including overseeing operating budgets. Review coordination of the manpower and budget resource requirements.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
