The primary purpose of this position is to perform technical assessments and certification of DoD-wide Integrated Tactical Warning and Attack Assessment (ITWAA), Theater Event System (TES), Shared Early Warning System (SEWS), and Missile Defense systems and make recommendations to resolve issues discovered during the assessment.

Duties

Plans, organizes, and conducts Technical Assessments and Certifications, ensuring that Missile Defense, TES, SEWS, and ITWAA System Certification complies with legal and regulatory requirements, and meets customer needs. Serves as ITWAA TES, SEW, and Missile Defense technical expert in Systems Certification (Technical Integrity) and testing. Provides guidance to the test and evaluation community, and the program community for the completion of engineering, development, and sustainment activities in support of verification of system integrity and certification during acquisition, sustainment, modernization, and operational phases. Represents the NC3 Enterprise Center in a variety of command and functional area activities.

  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program. If requested, the incumbent must submit to urinalysis testing.
  • Information Assurance Certification is a condition of employment. the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays.
  • Recall to duty may be a requirement of this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Services, Oral Communications, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 level (or equivalent in other pay systems) which includes applying applying advanced IT principles, concepts, methods, standards, and practices; expert knowledge and experience with systems security certification and accreditation requirements and processes; and experience working with Missile Defense, Integrated Tactical Warning and Attack Assessment mission systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of services; apply new developments to previously unsolvable problems; and make decisions or recommendations. Expert knowledge of systems security certification and accreditation requirements and processes sufficient to certify systems or networks accreditation, ensure coordination and/or collaboration on security activities and integrate information systems security with other security disciplines. Knowledge of Missile Defense, Integrated Tactical Warning and Attack Assessment mission systems, particularly the warning, surveillance, communications and C2 systems that comprise the Integrated Tactical Warning and Attack Assessment System, Theater Event System, Ballistic Missile Defense System, Space Control and Surveillance, and the Nuclear Command and Control System. Knowledge of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting accomplishments to manage projects. Expert knowledge of Joint Staff, OSD, and other agency policies and regulations affecting Missile Defense, Integrated Tactical Warning and Attack Assessment mission systems to advise other IT specialist, engineer, but also to other Command's leadership team. Ability to establish and maintain effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
