The primary purpose of this position is: On behalf of the Director of Operations, to serve as the lead security specialist, providing personnel, operations, automated information systems, industrial, information, physical and communications security program functions in support of 2 general officers and 795 military and civilian personnel in 11 diverse divisions, 3 squadrons and Air National Guard and an Air Force Reserve Command Advisor.
Duties
As Security Specialist, plans, organizes, and oversees the security activities of the A3 directorate.
Administers the Personnel Security Program.
Administers Physical Security Program.
Administers the Industrial Security Program.
Comprehensive knowledge of a broad range of security specialties, concepts, principles, criteria, requirements, technology, and practices to independently make decision and recommendations and mange program area.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Experience includes knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. Knowledge of operational characteristics across the multiple-disciplinary construct of information protection in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the directorate and serviced activities. Knowledge of the multiple processes are imperative and involved in the security strategic plan development and implementation by the incumbent. Ability to assemble, compose, coordinate, and track information for routine as well as unique reports, inquiries, and related correspondence are necessary to ensure mission success. Knowledge of a wide range of methods to conduct inspections, investigations, collect and analyze information, and evaluate the effectiveness of the directorate security program. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise. Knowledge of information systems, life cycle management processes, and procedures; knowledge of computer security technologies, techniques, objectives, problems, and solutions. Skill to organize, direct, and manage multi-disciplined subordinate security monitors. Ability to assemble, compose, coordinate, and track information for routine or unique reports, inquiries, and related correspondence to ensure mission success. Ability to communicate orally and in writing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a broad range of security specialties, concepts, principles, criteria, requirements, technology, and practices to independently make decision and recommendations and mange program area.
2. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the directorate and serviced activities.
3. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security.
4. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission.
6. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
