Duties
You will be accountable for meeting the cost, schedule, and performance expectations of assigned projects with regards to planning, direction, and success of systems development and research or technology initiatives.
You will manage the research, development, test evaluation, engineering integration and sustainment to meet mission requirements of the project(s)/programs(s).
You will leverage PM methodologies/best practices such as PMI, ITIL, Waterfall, Spiral, and/or Agile.
You will be skilled in Technical Management in areas such as Command and Control (C2) systems, Information Technology (IT), Networking, Cloud Computing, Containerization/ Virtualization, Cybersecurity, and Model Based Systems Engineering (MBSE).
You will represent the command within high level committees and groups with the responsibility and authority to defend the activity's position, influence resource allocation, and effect major changes to project(s)/program(s) goals.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 level Adv/Master within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Project or program team leadership experience managing and reporting milestones, cost, schedule and performance; determining resource requirements; and coordinating requirements and execution with sponsors and other stakeholders
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Design or conduct analytical studies, cost-benefit analyses, or other research.
2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: Provide policy guidance to IT management, staff, and customers.
3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Interact with senior-level customers to develop program plans, participate in reviews, and develop strategies to address future program initiatives and requirements.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Evaluate the impact of changes in business needs on current policy.
