This position is located in the Drug Enforcement Administration (DEA), New England Field Division. This position(s) primary purpose is to support the Assistant Special Agent in Charge (ASAC) and will oversee and manage the life cycle of all seized evidence which includes non-drug, drug, bulk, and high-value seized assets.

As a Evidence Control Specialistyour typical work assignments may include: Planning, organizing, managing, and evaluating evidence activities, operations, and compliance procedures across a Division. Overseeing the receipt, maintenance, safe keeping, and disposition of seized evidence from cradle to grave, and ensuring offices are appropriately documenting and updating the evidence automated system (s) when evidence is withdrawn from custody in accordance with established DEA guidelines. Performing annual/semi-annual inspections and ad hoc reviews of evidence at Field DO, RO, and POD, and off-site facilities where evidence is stored and maintained. Contributing to and/or participating in the development of agency processes and protocols for evidence management via job aides, templates, and training materials, etc. Testifying in a court of law regarding the maintenance and chain-of-custody of evidence when required.

Requirements

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Assisting with oversight, receipt, maintenance, safekeeping, and disposition of seized evidence from cradle to grave; 2) Utilizing an evidence or inventory automated system to appropriately document and update evidence or inventory processed through or withdrawn from custody; 3) Assisting with developing and distributing evidence inventory management policies and procedures; 4) Conducting evidence inspections, training on evidence processes and procedures, gathering information, assisting with preparing seized evidence reports, and assisting with troubleshooting problems relating to basic evidence management systems/applications; and, 5) Resolving other evidence related issues as they arise. OR Education: Have a Master's or equivalent graduate degree -or- two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Performing oversight, receipt, maintenance, safekeeping, and disposition of seized evidence from cradle to grave; 2) Utilizing an evidence or inventory automated system to appropriately document and update evidence processed through or withdrawn from custody; 3) Developing and distributing evidence inventory management policies and procedures; 4) Conducting evidence inspections; 5) Training on evidence processes and procedures; 6) Gathering information, preparing seized evidence reports, and troubleshooting problems related to evidence management systems/applications; and, 7) Resolving other evidence related issues as they arise. OR Education: Have a Ph.D. or equivalent doctoral degree -or- three (3) full academic years of graduate level education leading to such a degree; or LL.M., if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
