This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality, Quality and Safety Oversight Group (QSOG), Division of Clinical Laboratory Improvement and Quality (DCLIQ).
As a Health Insurance Specialist, GS-0107-14, you will serve as team leader involved in activities to organize, promote, and implement CLIA policy to improve the efficiency and effectiveness of the division.
Duties
Serve as a recognized expert for the development of approaches for the Clinical Laboratory Improvement Amendment (CLIA) program and will advise senior management on survey and certification matters.
Research, analyze, evaluate, develop, implement, monitor, and oversee program operations, data systems, and/or policies related to the CLIA.
Represent DCLIQ and CMS officials in conferences, task forces, and technical discussions, with other CMS and departmental components.
Communicate effectively, both orally and in writing, in order to develop and deliver presentations, briefing materials, reports, etc. designed to convey complex, technical information to diverse stakeholders.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Analyzing systems related to Federal Regulations to provide recommendations or programming improvements; (2) providing guidance to internal and external stakeholders regarding Federal Regulations or survey and certification; and (3) developing or implementing new policies, regulatory guidance, or regulations related to Federal Regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
