You will serve as an EMERGENCY MANAGEMENT SPECIALIST in the Emergency Planning Division of PEARL HARBOR NSY AND IMF. A post allowance amount, (otherwise known as: COLA), of 9.28% will be added to the stated salary. Post allowance is subject to change at any time. For additional information, please refer to the Joint Travel Regulations (JTR), Chapter 5 Part B.

Duties

You will plan, coordinate, and provide oversight of the casualty preparedness and complex drill programs for Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY and IMF). You will monitor effectiveness and coordinate overall management of complex casualty responses, to include casualty control, radiological, spills, and other major disaster exercises or responses at all command locations. You will serve as a technical authority over drill organizations and will recommend improved procedures and monitor overall program management. You will assess the impact of an organization's activities regarding personnel or vessel safety and provide overall assessment for improvement. You will be responsible for overall coordination, monitoring, and evaluation of casualty preparedness. You will support the Drill Management Team administratively, and coordinate an integrated schedule of complex drills, base requirements for performing these drills, and standard objectives for drill programs. You will provide ongoing input to the drill organization, maintaining records of evaluations, studies and surveillance results. You will recommend program improvements to the Division Head based on personal observation, data analysis, higher and local level requirements, requests from Shipyard organizations and other reports of compliance issues. You will prepare reports of specials investigations and studies for action. You will determine and interpret higher and local level casualty preparedness compliance requirements and then adapts this knowledge into integrated drill plans.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing the planning and coordinating of casualty preparedness and emergency drill programs to monitor compliance or make recommendations for improving overall program management.
