You will serve as a Supervisory Emergency Management Specialist in the Radiological Controls Department of PEARL HARBOR NSY AND IMF.

Duties

You will serve as a Branch Head in the Radiological Emergency Planning Division of the Radiological Control Department and be responsible for preparing for, preventing and responding to and recovering from major radiological emergencies. You will plan overall work operations, set priorities, and establish objectives with subordinate engineers, technicians, health physicists, and emergency management specialists. You will provide technical guidance and coordinate radiological emergency planning and the radiological emergency response organization. You will evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy and regulatory compliance, and technical competence. You will oversee the development, maintenance, and coordination of all radiological emergency procedures, equipment, and facilities within cognizant areas of responsibility. You will design, develop, initiate, monitor, assess and implement policies, programs, and controls which will enable the branch to have the capacity and capability needed to provide products and services in compliance with requirements. You will exercise both administrative and technical supervision over subordinates for radiological emergency planning work.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position requires the incumbent to be medically qualified to receive occupational exposure to ionizing radiation in accordance with NAVMED P-5055.
  • This position requires moderate lifting and carrying up to 50lbs.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading operational planning teams to coordinate emergency functions to prepare for, respond to, and recover from radiological emergencies and disasters.
