About the Position: This position supports the mission of the J-8, Financial Operations Directorate and is located in Aurora, Colorado.

Duties
Provide recommendations in response to inquiries regarding any program or financial issues, to include reclamas as to proposed budget adjustments.
Conduct special budgetary research and prepares required reports.
Perform complex analyses of budget execution reports and related data to evaluate execution of the current year apportionment for the PSC Program and determine reasons for variance from planned execution.
Determine the requirement outlays for obligations and expenditures spend plan based upon the time line set forth by the Tricare Program Managers to support program schedule and goals.
Analyze budget execution policy options and develops recommendations consistent with the Military Health System (MHS) Strategic Plan and agency leadership goals, objectives, and policy guidance.
Prepare special reports and analyses for the Budget Officer and Director.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a financial management Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes developing budget forecasting methods, interpreting Fiscal Appropriation Laws, policies, or directives and assisting in the preparation of reports and analyses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
