About the Position: This position is located at Defense Health Agency Financial Operations in Aurora, Colorado.
A recruitment or relocation incentive may be authorized.
Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Develop Requests for Proposals (RFPs) and Statements of Work, when necessary.
Analyze budget execution policy options and develops recommendations consistent with the Military Health System Strategic Plan and agency leadership goals, objectives, and policy guidance.
Analyze budget allocation against execution reports and documentation to anticipate or identify any funding issues and recommend any actions.
Provide budgetary support the E-Commerce Program Office, supporting any aspect of the budgeting phase, to include, but not exclusive of spend plan tracking, requisition, and obligation tracking, as requested by Program or Project Manager.
Prepare special reports and analyses for the Budget Officer and Director, CRM.
Provide support to the Budget Officer by completing and documenting required User Acceptance Testing as it pertains to the Budget Department in any given E-Commerce System
Requirements
- This is a financial management Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes: analyzing budget execution reports; assisting in the development of budget forecasting methods; and interpreting and applying Fiscal Appropriation Laws, policies, and/or directives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
