This position is located within the Rocky Mountain Mental Illness Research, Education, and Clinical Center (MIRECC) at the Eastern Colorado Health Care System in Aurora, CO. The position serves as a Budget Analyst for the Rocky Mountain MIRECC and provides budgetary planning and fiscal management, while coordinating Managerial Cost Accounting (MCA) activities, and leading qualitative and quantitative performance improvement activities to meet goals for the Rocky Mountain MIRECC.
Duties

NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Duties may include, but are not limited to the following:
Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines; and uses judgment in choosing and applying the appropriate policies, practices, and regulations for the specific funding agency or research activity.
Provides administrative support to meet the strategic planning goals of Rocky Mountain MIRECC.
Exercises judgment in decision making, regarding the balance of the overall budget to assure proper emphasis on critical areas.
Provides procedural and regulatory guidance concerning availability of or limitations on the use of funds.
Ensures obligations incurred and resulting expenditures of funds are in accordance with pertinent, research and procurement regulations.
Ensures regulatory provisions are applied to the appropriation and budgetary process of research applications.
Reviews and assures grants budget requests are complete, appropriate, and justified for project needs to determine an appropriate starting date.
Assembles historical data on costs trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand.
Prepares estimates for projected operating budget(s), prepares justifications for the estimates, consolidates estimates, and prepares justification for the consolidated budget.
Reconciles cost control records with monthly, quarterly, and annual fiscal reports.
Advises investigators on purchasing habits, including quarterly and yearly allocations.
Performs studies and audits on control and use of funds throughout each fiscal year.
Analyzes historical financial operating data and spending patterns.
Serves as an expert on VA regulations, rules, procedures, and practices for initiating, preparing, and monitoring procurement, and contractual agreements.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Typically, this work would be found within the financial field or a field that is closely related to budget, finance and accountant type positions; and provided knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience is overseeing budget expenditures, assisting with preparing operating plans, projecting funding, resolving budgetary conflicts, monitoring funds, and preparing budget reports for management. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR-
EDUCATION: Have successful completion of a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting, if related. COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements:
The work is primarily sedentary. The position uses a computer and standard office equipment to complete tasks. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. On occasion, the position may carry light items.
