This position is located at Executive Director, Administrative Resource Center; Managing Director, Service Delivery; Division of Procurement Services (DPS); Branch as Assigned. As a Supervisory Learning Center Specialist, you will oversee DPS's recruiting, onboarding, training, development, mentoring, and procurement activities.
Duties
As a Supervisory Learning Center Specialist, you will:
Ensure the organization's strategic plan, mission, vision and values are communicated to employees and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Formulate, develop, implement, and manage new and improved procedures, guidelines, and training materials for the Division.
Plan and prioritize subordinates' work, setting both short and long-range objectives as needed. Assess the capabilities and strengths of subordinates and ensures that work is assigned based on organizational priorities, employee capabilities, and level of difficulty of the work. Provide oversight of the subordinate work through reviews and audits.
Establish annual performance plans, counsel employees, and evaluate their performance throughout the year, including completing an annual performance appraisal. This also includes, provides advice and counsel to employees on work-related issues, other personnel issues and administrative matters on a routine basis.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Experience in a part of an organization or programs progress through employee developmental functions such as employee relations, mentoring, training, or onboarding of employees; AND
- Experience researching and analyzing results from a team or group project to create a better process; AND
- Experience leading a group or a team to identify opportunities for improvement.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
