About the Position: Serves as the Supervisor Fire and Emergency Services Branch, Installation Management Command (IMCOM) HQ. This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date. Duties

Responsible for making specific technical decisions on matters involving fire and emergency services Command wide. Performs duties on own initiative within broad policy and program guidance and is required to exercise independent judgment in the analysis and solution of fire protection and fire prevention problems. Responsible for developing program guidelines, procedures, and strategies for achieving the overall objectives of the program. Exercises all delegated authority to the fullest extent possible for overall planning, direction and timely execution of the mission for the Fire and Emergency Services Branch.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Per DoD 6055.06-M, DoD Fire and Emergency Services Minimum Qualification Standards and Certification Requirements, position requires: Fire Officer IV, Fire Inspector II, Fire Instructor II and Hazmat IC; certs MUST be provided prior to employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

DOD FIRE AND EMERGENCY SERVICES MINIMUM QUALIFICATION AND CERTIFICATION REQUIREMENTS: To occupy this position, at the time of appointment the incumbent must possess and then continue to maintain the following DoD Firefighter certification levels: Fire Officer IV Fire Instructor II Fire Inspector II HAZMAT Incident Commander In addition to the qualification and certification requirements above: Specialized Experience: One year of specialized experience which includes planning, developing, coordinating and providing staff guidance, policies, procedures, and techniques for firefighting prevention and control to include Weapons of Mass Destruction, Training, Firefighting, Hazardous Materials, Confined Space, and Rescue Programs; experience applying U.S., DOD, OSHA, federal, and state fire prevention and control policies, engineering techniques, traditional work practices, and fire building codes/standards in accordance with state and federal levels to provide authoritative advice on the interpretation and application of critical criteria in the resolution of fire prevention and control problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Emergency and Disaster ManagementFire Prevention, Inspection, and Code ComplianceFire/Life Safety Training, Public Education, and OutreachIncident ManagementInspection, Testing, and MaintenanceManaging Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Firefighter (Secondary) Special Retirement Coverage: This position has been identified by Department of Army and approved by the Under Secretary of Defense for Personnel and Readiness as a secondary position for special retirement coverage as identified in 5 CFR 831 Subpart I for CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage. Coverage under Special Retirement Coverage is NOT automatic. However, an employee may bring their existing special retirement coverage with them if they meet the transfer requirements below. CSRS - Per CSRS and FERS Handbook, Subchapter 46A, Section 46A3.2-1C - The employee, while covered under the special provision, moves directly (that is, without a break in service exceeding 3 days) from a primary position to a secondary position; and if applicable, the employee has been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days. FERS - Per CSRS and FERS Handbook, Subchapter 46B, Section 463.2-1C 1. The employee, while covered under the special provision, moves directly (that is, without a break in service exceeding 3 days) from a rigorous position to a secondary position; 2. The employee has completed 3 years of service in a rigorous position, including any such service during which no FERS deductions were withheld; and 3. If applicable, the employee has been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days.
