As a Project Management and Analysis at the GS-0301-14 level, you will be part of Retirement Services, Office of Personnel Management. If selected, you will be responsible for managing a portfolio of projects across the program. You will be responsible for analyzing and evaluating methods for improving organizational effectiveness and providing oversight of contractors and government personnel responsible for the delivery of projects involving service improvements.

Duties

Provides oversight on a wide variety of business and technology implementation activities that result in modernized business functions and the technology to support them. Manages project plan components by applying project management concepts and principles. Ensures project plans comply with capital investment plans. Assures coordination of technology and business transformation activities. Provides regular reports on project status to internal and external stakeholders.

Qualifications

For the GS 14: You must have one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing the following tasks: 1) Managing a portfolio of projects for an organization to include managing project dashboards and reports, as well as developing and presenting presentations to executives; 2) Leading large complex projects through the entire project life cycle (tasks include coordinating all aspects of planning, resources allocation, scheduling and documenting risk, determining cost, etc.); 3) Applying analytical and evaluative methods to improve organizational project monitoring, reporting and effectiveness; 4) Managing project plan components by ensuring solutions are delivered using an Agile project framework and leveraging project management principles. (Note: Your resume must fully support this experience). A Project Management Professional (PMP) certification with minimum of five years direct project management related experience is not required to qualify, but it is highly desirable to perform the duties of this position. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
