The primary purpose of this position PROGRAM MANAGEMENT SPECIALIST, GS-0301-12, is to plan, direct, coordinate, evaluate and execute assigned program(s) activities to ensure readiness and mission capability of the organization.
Duties
Manage a wide range of programs, projects, and studies in support of program goals and objectives, work processes and production support operations of the Directorate.
Participate in special studies and projects related to assigned programs.
Attend meetings, conferences and briefings.
Review new regulatory guidance and policy requirements to determine impact on programs and develops implementation guidance ensuring necessary changes or action are taken within the organization to implement the new policy or changes to program objectives
Advise and keep all levels of supervision/management informed of all pertinent problem areas and issues.

- May be required to report to work during exercise, contingencies, or emergency situations. May be required to work irregular shifts in support of a surge workload exercise, contingency or emergency.
- May perform other related duties as assigned.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience Knowledge of the principles, theories, techniques, practices, and mission of the specific organization to which the program(s) impact; Knowledge of analytical and evaluative methods to develop, monitor, and analyze metrics, reports and trends in order to track and assess the efficiency and effectiveness of programs; Knowledge of operating programs managed and understanding impact on other directorate activities in order to conduct program evaluations, identify problems, and resolve inefficiencies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of overall mission, function, operation and organization; and a variety of principles and processes applicable to work operations of the directorate and impact of activities across the directorate.
Knowledge of analytical, evaluative and planning processes, techniques and methods as applied to issues or studies involving administrative or support functions.
Knowledge of program inspection requirements, reports, and terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
Knowledge of the laws, regulations, policies and precedents applicable to directorate programs and related support resources or equivalent.
Ability to prepare special studies and reports, including the ability to meet changing programs requirements within available resources and with minimum sacrifice of quality or quantity of work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
