This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq-Demo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, other military services.
Duties
Assess program achievements and effectiveness of the organization in order to appraise the desirability of major program changes.
Represent the PEO and associated PMs at various conferences and meetings, both formal and informal, with key and top officials of the Army and representatives from other activities/agencies.
Deal adeptly with a wide range of high-level government and private sector officials in a variety of environments.
Monitor Army materiel training and operational policies, program and budget issues impacting on the PEO.
Analyze trends, policies and actions at Congress, Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB), HQDA, other service headquarters and other DOD agencies for effect on the PEO.
Review, evaluates and develops materiel acquisition issues pertaining to the PEO.
Maintain an understanding of the programs with emphasis on cost, schedule, and performance.
Maintain awareness of the health of programs in order to communicate effectively and accurately with G-3, OSD, and Congressional staffers.
Perform the full range of administrative and technical supervisory duties.
Assign work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters.
Ensure EEO principles are reflected in all aspects of personnel management.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This is a Critical Acquisition Position (CAP). The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) critical position.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: (1) Developing supporting documentation on the impact of policies regarding program requirements and life cycle management of those programs. (2) Executing strategic plans, operational concepts, policies, position papers, and briefings to support active programs within the organization. (3) Monitoring operational policies, program and budget issues that impacting overall performance of the organization. (4) Analyzing trends, policies, and actions to ensure programs meet cost, schedule, and performance requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
