The primary purpose of this position is to serve as 12 AF (AFSOUTH) A3Y Exercise Planner; applies formal training, headquarters staff experience, strategic and operational planning expertise, and joint training/experience at a Higher Headquarters level.

Duties

Analyzes, evaluates issues, and develops recommendations to resolve substantive problems relevant to Joint/Combined Exercise and airshow planning, coordination and inter-agency synchronization. Plans, coordinates, executes, and monitors additional exercises and airshows, Foreign Military Interaction (FMI), with multiple DoD partners and embassies in the USSOUTHCOM AOR. Develops and maintains Joint Training Information Management System (JTIMS) database, exercise budget, and spend plan for appropriate USSOUTHCOM, 12 AF, and Partner Nation exercise(s). Prepares and delivers oral or written presentations.

  • Must be able to obtain and maintain a Top Secret clearance
  • This position will be required to directly lead programs and additional duties as assigned by 12 AF (AFSOUTH)/CC, A3 Director, or A3Y Division Chief
  • Military aviation experience/expertise (Pilot, CSO, WSO, ABM, etc.) highly desired
  • Spanish speaking ability desired

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management and organizational techniques, systems, and procedures applied in performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range exercise and airshow planning. Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge of organization, programs, missions, and functions of 12 AF (AFSOUTH) along with knowledge of analytical and investigative techniques to conduct staffing requirements and utilizations and/or field installations. Knowledge in conducting detailed analyses of complex functions of organizational processes such as exercise planning standard operating procedures. Position requires in depth inter-personal skills in presenting various courses of action to leadership and negotiating solutions to reach consensus amongst various planning team members. Knowledge of military command structure, missions, programs, and organizational relationships. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 2. Knowledge of planning, programming, and budgeting to include utilizing automated data systems and data processes to expertly analyze fiscal management related to various Exercise funding authorities, human resources management including man-days, continuous process improvement, budgeting, procurement, and computer systems and applications. 3. Knowledge of the command structures, mission, programs, and organizational relationships. Ability to understand complex organizations, develop and maintain relationships, negotiate, find compromise, and accomplish the mission. 4. Comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect exercise and operational planning and to develop and execute complex studies that involve multiple locations, a variety of programs, and numerous issues. 5. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires. Ability to use, manipulate and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion selected opportunities in the corporate process. 6. Ability to interpret and implement policies and procedures and to develop command-wide regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective access program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
