About the Position: Serves as Program Analyst responsible for providing staff assistance to management by performing analytical and evaluative tasks in support of funding requirements for various programs. Position is located at the Louisville District in Louisville, KY with U.S. Army Corps of Engineers.
Duties
Analyze project and program budgets to maintain organizational requirements, monitor project expenses, and manage operating account balances.
Use financial management systems to develop, maintain, monitor, analyze and interpret data and incorporate into automated reports.
Extract, compile and organize financial information to develop charts and graphs to convey pertinent data such as expenditures, trends, performance, and goals.
Develop, monitor and update future program projections into organization planning exercises for staffing and resource level planning.
Express complex and complicated facts and ideas both verbally and in writing in a clear, convincing and organized manner.
Work with others in a team setting to ensure customers and project teams are provided needed funding and services to facilitate program execution.
Verify the accuracy and adequacy of related cost estimates, various forms and types of justification, information and fact sheets, and miscellaneous reports.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: One year of specialized experience which includes developing, preparing and submitting budgetary proposals and changes; providing advice on budget process, ensuring that budget execution is consistent with agency policy and federal appropriations law; performing technical work in support of budget analysis and administration; application of administrative rules, regulations, and procedures associated with recording, reporting, processing, and tracking budgetary transactions. This definition of specialized experience is typical of work performed at the lower grade level of GS-09 in the federal service.

Education: PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (minimum of 54 semester hours) leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, related field. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
