This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The US Army Garrison's Directorate of Public Works (DPW) supports the Aberdeen Proving Ground mission through effective use of energy, providing and maintaining sustainable facilities and infrastructure, and emphasizing a culture of safety.
Duties
In this developmental capacity the incumbent receives tailored instruction, guidance, training, and supervision designed to provide the knowledge, skills, and abilities necessary for successful performance at the full performance level of GS-11.
Serve as a construction control representative, responsible for maintaining surveillance over all types of construction projects except Military Construction, Army (MCA) Projects.
Exercise surveillance to assure that contractor is conducting quality control operations to produce work in conformance with plans and specifications.
These projects may be multi-discipline and routine or complex in nature involving one or more work sites.
Utilize a practical knowledge of engineering disciplines, methods and techniques, construction practices, materials, cost and equipment.
Review plans and specifications to determine changes required because of conflicting field conditions and to recommend design changes where conditions warrant.
Assist in the preparation of sketches of design changes and estimates of cost for modifications to contracts; assists preparation of take-offs of materials and equipment, estimates of number and types of labor classifications, etc.
Maintain a daily record on items of work inspected and work instructions, received or issued.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a requirement to lift up to 15 lbs. in the regular performance of duties.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized experience at the GS-10
One year of specialized experience which includes 1) Experience reviewing plans and specifications to ensure construction projects are in compliance and 2) Experience ensuring strict adherence to all applicable safety provisions to the contract including special regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Specialized experience at the GS-11
One year of specialized experience which includes (1) Experience in interpreting engineering and architect plans and/or specifications; (2) Experience in resolving complex problems encountered while managing construction projects; and (3) Experience in conducting inspections of construction sites to ensure compliance with project plans and specifications and/or safety protocol. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
