This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Contracting Officers' Representative for the Directorate of Public Works, Engineering Services Division, Contract Management Branch.
Duties
Serve as a construction representative, responsible for maintaining surveillance over all types of construction projects except Military Construction, Army (MCA) Projects.
Projects include construction, rehabilitation or renovation of ammunition storage facilities, irrigation systems, administrative buildings, fiber optics, roads, heating ventilation and air conditioning (HVAC) systems, etc.
Exercise surveillance to assure that contractor is conducting quality control operations to produce work in conformance with plans and specifications in the contract.
Serve as the Contracting Officers’ Representative (COR) for assigned projects and maintain the COR files in accordance with applicable regulations and procedures.
Inspect materials being used to ensure compliance with plans and specifications as to grade, composition, dimensions, consistency, value and any other characteristics.
Requirements
- The employee must possess or have the ability to possess certification as Contracting Officers’ Representative (COR).
- Must be able to obtain and maintain a valid driver's license.
- Must be able to obtain and maintain a secret security clearance for the duration of employment.
- Must file a Financial Disclosure Statement, OGE-450, upon appointment and annually thereafter.
- One-year probationary period required unless already completed.
- Temporary duty or business travel requirements (TDY) 5% of the time.
- Must be able to lift 15 lbs.

In order to qualify, you must meet the EXPERIENCE ALONE requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: One-year of specialized experience equivalent to the GS-10 grade level in the Federal Service which includes: 1). Applying knowledge of both engineering and construction methods and techniques, using materials and equipment to complete projects; 2) Inspecting construction projects for conformity to engineering plans and specifications; AND 3) Interpreting engineering and/or architect plans/blueprints and specifications to complete projects according to design.
