The incumbent serves as a participant in the Business Office Training Program under the direction of an assigned preceptor for 2 years. The Business Office facilitates all administrative aspects of health care for Veteran's which includes Enrollment and Edibility, Scheduling, Care In The Community (CITC), Health Information Management Service (HIMS), and Veterans Transportation Service (VTS). This position is located at the Grand Junction, CO VA Medical Center

Duties

This is a developmental position, located in the Business Office, composes a career ladder structure to the full performance level of Medical Administration Specialist, GS-0301-11. The primary purpose of this position is to prepare for successful progression through the career ladder levels and achieve the full performance target level at the end of the 2-year program similar to duties contained in the full performance position, Medical Administration Specialist, GS-0301-11. The following duties are expected to be performed in a developmental capacity: Consultation and Education: Consults, advises and educates all levels of employees including the highest levels of management, on methods and means to make business operations more effective and efficient. Integrate knowledge of business and information processes to achieve successful adoption and application of new technologies to support health care operations and systems; initiates, develops and executes complex projects that support veterans' health care needs, collaborating effectively in a lead role; assists clinical business end users in reengineering business processes for clinical efficiency and documentation. Represent a wide variety of stakeholders and liaisons with both internal and external organizations. Examine the need for change throughout the organization, determines what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams. Provide training and troubleshooting for clinical and administrative staff in business processes. Data Management: Coordinate ongoing data collection and performs analysis to determine optimal organizational performance. Use available data to determine current performance and develops and implements local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies of Business Office practices. Develop initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner. Perform a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention. Ensure data is being captured and reported accurately and appropriately. Analyze utilization trend data on a monthly/quarterly basis to verify the accuracy of the data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances and recommend appropriate actions and/or alternatives. Policy/Governance: Provide knowledge in the design of decision support tools that improve health care efficiency, effectiveness and safety. Develop and present recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Instruct staff members in the proper use of information management tools in compliance with policy, regulations and best practices; chairs/participates in a variety of management committees as assigned. Be well versed in the mission and operational objectives of state nursing homes and domiciliary, contract nursing homes, outpatient clinics, and the numerous and various organizational components of VA Headquarters as it relates to financial operations Major programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Consulting, advising and educating all levels of employees, including the highest levels of management, on methods and means to make business operations more effective and efficient. Coordinating ongoing data collection and perform analysis to determine optimal organizational performance. Developing initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner. Examining the need for change throughout the organization, determine what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams. Providing training and troubleshooting for clinical and administrative staff in business processes. Providing advice to executive leadership and program personnel on budgetary and finance issues and makes recommendations on resource allocation. Conducting special studies to resolve administrative issues and present recommendations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. **Transcripts MUST be submitted OR, Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
