This position is located in the Office of Intelligence and Counterintelligence, Counterintelligence Directorate, Security Division. The Security Division is responsible for intelligence security oversight for the Department of Energy. Ensures a secure environment for intelligence information in support of DOE and other National Security programs and policies; manages the Director for National Security's Sensitive Compartmented Information programs.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
At the full performance level GS-14, Supervisory Security Specialist, you will:
Assist in overseeing the execution of Director of National Intelligence (DNI) Directive within the Intelligence complex.
Serve as a Department of Energy (DOE) focal point for queries involving detailed technical advice for Intrusion Detection and Access Control Systems, Telecommunications Systems, Technical Surveillance Countermeasures (TSCM), TEMPEST and Physical security construction countermeasure standards for sensitive compartmented information facilities (SCIFs).
Develop a security awareness and education program for DOE headquarters and laboratory security personnel to use for security education purposes specifically focusing on the requirements of the Sensitive Compartmented Information (SCI) program.
Set security management priorities of effort for the protection of national level programs from concept through research and development, procurement and production, distribution and maintenance and finally disposal and reviews completed work of subordinates ensuring it is technically and substantively sound.
Requirements

- May be required to successfully complete a 1-year supervisory probationary period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as:
Assisting with security requirements for accrediting sensitive compartmented information facilities (SCIFs) or interfaces with the Intelligence Community (IC) on matters related SCIFs.
Conducting inspections of SCIFs to determine compliance with existing standards and preparing or reviewing reports.
Assisting with the evaluation of configuration of all information processing systems, devices, features or software to determine risk of information loss and recommend mitigation countermeasures.
The OPM Group Qualification Standard for this position is: 0080 - Security Administration Series
