Duties
Responsible for planning and implementing the total property management program for the assigned contractors and for the continuous surveillance/evaluation of the assigned contractors' property control systems.
Identifies risk to the Government through application of professional business judgment and risk-based assessment techniques in order to determine the appropriate type and level of surveillance.
Determines appropriate method for the testing of each property control function and conducts property control system analyses accordingly.
Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged or destroyed, or when there is evidence of unreasonable use of consumption.
Review and analyzes new contracts to determine and ensure that the assigned contractors' property control systems and procedures are adequate to fulfill the contractual requirements.
Requirements
- Possession of a valid state driver's license is required.
- Security Requirements: Noncritical Sensitive, Secret
- Required to obtain a passport/VISA.
- A medical/dental examination is required. You must pass a pre-deployment examination and reoccurring annual physical throughout your 4-year commitment. Lifting requirement of 45 pounds.
- Immunization screening is required (e.g., Anthrax, Smallpox, Malaria, and COVID). Must meet medical criteria for deployment in accordance with USCENTCOM Individual Protection and Individual/Unit Deployment Policy.
- DoD Civilian Employee Overseas Emergency Essential Position Agreement is required.
- Must be able to possess and maintain a Government Travel Card.
- Selectee is required to be exempt from recall to the military Reserves or recall to active duty for retired military.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- Tentative offer for employment will be rescinded if the selectee does not meet conditions of employment.
Qualifications
To qualify for an Industrial Property Management Specialist, applicants must possess:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Knowledge of the responsibilities associated with contract Government property from acquisition to the contract closeout process.
Understands the federal acquisition contract laws, regulations, policies, practices, methods, and contract types relating to contract Government property.
Interprets and advises Government and contractor personnel on policies, procedures, and practices relating to contract Government Property, to include sensitive property.
Analyzes contractor property management system problems or conflicts in policy and program objectives.
Knowledge of Agency automated systems relative to contract management operations (MOCAS, CPAS, Property Loss/GFP Module, PDREP), to assist in the development of system improvements or new requirements.
Ability to work in austere working environments for extended periods of time often in hostile areas of the world.
Performs analysis (on contractors) in conjunction with producing detailed reports.
Knowledge and experience associated with investigations of loss of Government property.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
