Duties
You will serve as Financial Management Analyst in the Comptroller Department of COMNAVSPECWARCOM.
You will perform daily funds control/funds distribution activities for Naval Special Warfare Command.
You will support the Civilian Pay program management.
You will review financial execution with focus on development of program phasing and spend plans, expenditure forecasting and reporting, limitations of special interest funding.
You will prepare, review, submit MFP-11 budget justification materials; respond to USSOCOM Requests for Information (RFI) as needed to defend resources, prepare responses to Congressional RFI when received.
You will analyze DoD and United States Special Operations Command (USSOCOM) directives and policy, provides recommendations for compliance, and issues written guidance to the Force.
You will conduct command assessments of the financial administration and budget operations of echelon III comptroller departments to assess compliance with fiscal law, regulations, higher headquarters directives, and other authoritative guidance.
You will evaluate resourcing impact and justification statements during Program Objective Memorandum (POM) process and provide alternative resourcing strategies.
You will compose white papers to inform stakeholders, management, and higher level authorities of complex issues, prepares and conducts presentations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing or formulating budget programs within the Strategic Planning Process (SPP); and performing comparative analysis to build resourcing recommendations.
