You will serve as the Lead Procurement Systems Coordinator in the Submarine Acoustic Warfare Systems Branch of the USW Systems Engineering Division, within the In Service Engineering Department; Naval Undersea Warfare Center, Division Keyport (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will provide leadership in monitoring, training and developing a team of subordinate Contracting Officer’s Representative (COR) positions within the branch. You will manage the milestones of several on-going contract efforts by the assigned COR personnel. You will monitor all contractor’s technical compliance, performance and progress per the requirements set forth in the contract in terms of cost, schedule, and performance and report issues to the Contracting Officer. You will provide technical instruction within the scope of each contract, and contracting officer delegation. You will ensure Government Furnished Material/Equipment/Property is provided per the contract requirements and tracked according to the regulations. You will ensure contract deliverables requiring Government review are processed in a timely manner. You will review cost invoices and supporting documentation to determine if hours and material charges reasonably correspond to the tasks being performed by the Contractor. You will ensure the branch COR team complete annual Contractor Performance Assessment Reporting System (CPARS) evaluations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing Contracting Officer's Representative (COR) requirements by developing contracts, analyzing a wide range of conditions and problems, implementing solutions and assessing program effectiveness.
