This position is located within Program Implementation (EPI), Pollution, Prevention and Abatement (EP), Environment, Fish and Wildlife (E), Bonneville Power Administration (BPA).
The purpose of this position is to provides scientific biological and technical support for transmission programs, projects, and natural resource protection and management issues that have potential biological impacts.
Duties
As a Biological Scientist (Environmental), you will:
Serve as a technical specialist responsible for assisting higher graded employees with integrating the implementation of environmental compliance, permitting, mitigation, restoration, and monitoring requirements.
Make field visits and conduct environmental reviews to ensure implementation of environmental requirements during project construction.
Act as an agent, representing BPA during the course of construction projects.
Assist with design, coordination, sampling and monitoring efforts/programs.
Undertake investigations and cleanups of BPA sites.
Respond to environmental emergencies resulting from releases of hazardous or toxic substances and petroleum products.
Provides scientific and technical environmental advice, guidance and on-site coordination for responding to environmental emergencies.
Monitor Federal, multi-state (WA, OR, MT, ID, etc.), and local environmental laws and regulations for regulatory compliance.
Qualifications
To be eligible for the Recent Graduate program you must be a:
Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Student who within nine months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.

Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion."
BASIC REQUIREMENT:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-07:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service.
Specialized experience for this position is defined as: Experience gathering routine environmental data by applying basic biology principles, theories or practices when collecting and recording data and reporting observations.

One year of graduate-level education, or superior academic achievement (S.A.A.) gained in a bachelor degree curriculum that is qualifying for the position to be filled (based on class standing, grade-point average, or honor society membership). Combination of education and experience as described above. Less than one year of specialized experience may be combined with completed graduate education.
GS-09:

Specialized experience for this position is defined as: Experience applying biology principles, theories or practices to assist with routine environmental studies, collecting and recording data and monitoring environmental conditions or environmental impacts from recreational, commercial, or industrial operations.
You may substitute education for specialized experience as follows:
Two years of progressively higher level graduate education leading to a master's degree, or master's, or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
Combination of graduate education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited).
