This position is located at US Mint,Headquarters-Off of the Dir/Chief Admin Off/IT Dept/POLICY AND PLANNING ADMINISTRATIVE DIV. As a/an IT Program Manager (PLCYPLN)/Policy & Planning Division Chief, you will be responsible for providing information technology (IT) services and infrastructure, facilities, logistical, and administrative support that the United States Mint needs to accomplish its mission.
Duties
As an IT Program Manager (PLCYPLN)/Policy & Planning Division Chief, you will:
Be responsible for developing, interpreting, and executing policy, standard operating procedures, and guidance to govern and inform the performance of the United States Mint information technology portfolio to include capital and non-capital investments, operating expenses, and service contracts.
Administer the United States Mint Information Technology Policy program to include creating a broad range of technology management policies; establishing and implementing standard operating procedures to govern policy formulation, reviews, and retirements; ensuring ITD policies comprehensively address mandatory legislative and regulatory requirements; and monitoring compliance.
Develops, manages, and maintains the United States Mint Technology Portfolio of projects, programs, and initiatives to ensure alignment of IT investments with the business needs and the analysis and proper migration of IT investment risks. Develops and implements innovative analytical frameworks to facilitate the portfolio analysis process.
Develops and executes multi-year information technology capital and operating budgets and program plans with defined goals, objectives, milestones, and outcomes. Plans, organizes, and manages the development, presentation, implementation, and control of ITD's budget to include fixed asset management and monitoring all non-capital and operational expenses. Analyzes spending trends and projections, manages operating costs, provides financial reports and insights, and recommends adjustments as necessary to maintain the financial health of the ITD.
Qualifications
You must meet the following requirements by the closing date of this announcement.
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes:
- Demonstrated experience in supervising or leading employees in an IT environment, managing an Information Technology service organization responsible for developing, new methods, approaches, and procedures and interpreting guidelines and standards related to include creating technology/human resources management/policies, govern policy formulation, reviews, and retirements; and
- Develops, manages, and maintains portfolio of IT investments projects portfolios.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.1.
