This position is located in the United States Department of Agriculture, National Agricultural Statistics Service (NASS), Office of the Administrator.
In this position, you will review, implement, and monitor administrative programs to ensure best practices that result in improving program capability, reliability, validity, and timeliness.
Duties
Interprets and applies appropriate rules and regulations as situations arise, using judgment, knowledge, and initiative.
Develops analytical methods to direct attention to potential problems and make recommendations regarding their solution.
Advises agency supervisors and managers on procedural matters pertaining to a variety of administrative requirements.
Remains informed on rules and regulations, policies and procedures related to administrative functions assigned.
Uses knowledge of Agency programs, issues, goals, and operations to perform analysis.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade.
GS-09:
Specialized Experience: Specialized experience is experience related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with analyzing and evaluating administrative and clerical programs to evaluate their effectiveness in achieving objectives; preparing reports or correspondence; researching data and preparing briefings and fact sheets; and managing operational schedules for a department.

Education: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees may include Business, Business Management, or Business Administration.
OR
A combination of education and specialized experience as described above.
GS-11:
Specialized Experience: Specialized experience is experience related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience preparing guidance documents for program requirements; preparing written and verbal responses to inquiries; and researching and coordinating executive level travel, major events, and social activities.
OR
Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees may include Business, Business Management, or Business Administration.
OR
A combination of education and specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
