This position is located in the Planning and Policy Unit, Office of Professional Responsibility, United States Park Police. The United States Park Police is a law enforcement agency within the National Park Service, and has offices in the Washington DC, New York, and San Francisco Metropolitan Areas. The primary purpose of the position is to ensure the effective management of all Planning and Policy Unit programs and projects.
Duties
The major duties of the Management and Program Analyst include, but are not limited to, the following:
Manages the direction of USPP policy formulation and revision by monitoring current trends within the USPP and across law enforcement agencies throughout the country.
Ensure the effective management of all USPP Planning and Policy Unit programs.
Reviews, develops, and formulates the policies and procedures required to ensure the efficient operation of the United States Park Police (USPP) in compliance with all applicable rules, regulations, policies, and laws.
Manages the direction of USPP policy formulation and revision by monitoring current trends within the USPP and across law enforcement agencies throughout the country.
Researches best practices, guidelines, policies, and legal limitations on the USPP.
Manages and oversees all programs and projects undertaken by the Planning and Policy Unit.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-10/19/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
EXPERIENCE for GS-13: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include ALL of the following: 1) Reviewing and formulating policies, program or procedures in compliance with existing laws or regulations for a large organization, 2) Coordinating with law enforcement organizations to monitor policy or program trends, 3) Analyzing data related to law enforcement programs, 4) Preparing new policy proposals related to law enforcement operations, and 5) Serving as the point of contact in a law enforcement organization for internal and external customers. You must include hours per week worked.
EXPERIENCE for GS-14: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include ALL of the following: 1) Developing, reviewing and formulating policies, program or procedures in compliance with existing laws or regulations for a large organization, 2) Coordinating with law enforcement organizations to develop, administer, and monitor policy or program trends, 3) Researching, compiling, and analyzing data related to law enforcement programs, 4) Developing, preparing, and administering new policy proposals related to law enforcement operations, and 5) Serving as the point of contact in a law enforcement organization for internal and external customers. You must include hours per week worked.

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
