You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will develop and apply competencies through on-the-job and/or classroom training in the application of concepts, principles, standards, terminology, practices, and procedures.
You will assist in the performance of functions such as: formulation of budget and cost estimates to support plans, programs, and activities, review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will perform limited studies or assists a higher-graded analyst with full scale studies. Assignments are designed to develop knowledge of financial management programs, policies, and methods.
You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by higher-graded analysts.
You will under the guidance of higher-graded analysts or supervisor, perform specialized work involving managerial or administrative work in connection with accounting systems.
You will obtain a basic knowledge of business operational systems and acquisition program life-cycle process
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
Developing and Appling competencies through on-the-job and/or classroom training in the application of concepts, principles, standards, terminology, practices, and procedures in a variety of financial administration and management duties.
Assisting in the performance of functions such as: formulation of budget and cost estimates to support plans, programs, and activities, review and evaluate budget requests, control, and reporting of obligations and expenditures.
Performing limited studies or assists a higher-graded analyst with full scale studies. Assignments are designed to develop knowledge of financial management programs, policies, and methods.
Researching guides to locate accounting, budgetary and financial information and prepares summaries for use by higher-graded analysts.
Preparing preliminary budget estimates, financial reviews, etc. for a few relatively stable programs or program support activities.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector
OR have completed one full years of graduate level education leading to a master's degree
OR possess a bachelor's degree with superior academic achievement
OR a combination of education and experience as described above that equates to one year of experience
