Notice of Result letters will not be sent to applicants who respond to this flyer. This position is part of the DoD Civilian Acq Demo. NH-4 is equivalent to GS-14 and GS-15.

Duties

You will identify, develop and implement recommendations/solutions to problems, risks, and potential outcomes. You will manage team activities, progress, and scheduling to ensure successful project performance. You will lead strategic planning to determine goals, objectives, direction, and priorities of assigned organization, program, or project to meet mission critical requirements. You will integrate schedules and establishes program scope and criteria, assumptions and risks, contingencies, and performance measurement criteria. You will manage overall budget plans for many varied/diverse features of assigned managerial areas. You will prepare, review, and approve major reports or policies of organization for internal and external distribution.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing contracts, procurement planning, or acquisition strategies by tracking and guiding execution of contract milestones and cost objectives to achieve organizational goals. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
