The primary purpose of this position is to serve as a first-level supervisor and Chief, Ground Safety Division for a Major Command (MAJCOM); responsible for planning and directing the administrative and technical work of the organization.

Duties

Plans, organizes, and directs the activities of the AFRC Ground Safety Division, ensuring that AFRC Ground Safety policies and programs comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Represents the AF Reserve Command Safety Directorate with a variety of installation and functional area organizations. Serves as the MAJCOM (AFRC) Chief of Ground Safety with duties, responsibilities, and authorities to oversee, manage, plan, organize, administer, evaluate, and coordinate Federal, DoD, AFOSH occupational safety and health ground programs for all areas of a MAJCOM program engaged in very complex activities which critically affect a major military readiness program. Provides technical occupational safety and health expertise regarding Federal, DoL, DoD, DoE, DoT, NATO, Host Nation, and Air Force criteria with responsibility covering diverse occupational safety and health programs and a large population spanning an entire command.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Individual Occupational Requirements SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes safety and occupational health managing safety or occupational health program elements, developing safety and occupational health policy, applying safety and occupational health laws, regulations, principles, theories, practices, and procedures. Resolving technical matters dealing with occupational safety and health requirements, developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses, analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards, designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards, inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards, training of workers, supervisors, managers, and other duties that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. or Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Federal, DoD, and Air Force principles, practices, procedures, laws, regulations, and current legislative issues which provide the capability to recommend substantive program changes or alterative new courses of managerial action requiring the extension and modification of existing safety and occupational health management problems. Expert knowledge of federal, DoD, and Air Force safety and health requirements, methods, techniques, and procedures which includes: environment safety, ground safety, hazardous chemicals and toxic wastes, radiation protection, fire suppression and protection systems, and mishap investigation and reporting; etc. Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions; and the ability to research, analyze, interpret and apply rules, regulation, and procedures, plan and organize work. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization as a first level supervisor. Ability to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. Ability to deal with widely diverse individuals and groups in gaining support for program goals and working out solutions to problems as well as gaining cooperation from others through tact, courtesy, diplomacy, and consensus. Ability to communicate effectively both orally and in writing, and through the use of computer software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
