The primary purpose of this position is to as an Air Reserve Technician (ART) Officer, to serve as a flying safety officer responsible for staff guidance, evaluation, and management of a comprehensive flying safety program, and perform pilot duties in unit aircraft.
Duties
Plans, organizes, and coordinates a total safety program for the Numbered Air Force (NAF) or Headquarters AFRC .
Manage the total safety program, which includes flying, explosives and ground safety, for the Reserve NAF and subordinate field units.
Plans, organizes, coordinates and evaluates the implementation and execution of the AFRC and gaining command flying,
Participates in aircraft accident investigations as requested by the gaining major commands or at the direction of the NAF commander.
Participates in staff assistance visits to subordinate units to review and evaluate safety programs. Performs duty as pilot and staff monitor/observer on transport aircraft to evaluate status of flying safety programs; or pilots tactical fighter aircraft.

- This position is centrally managed by the Art Safety Officer Career Field team. Travel and relocation expenses will be paid.

- The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).
- Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
- Position requires a background security investigation to determine suitability for employment and a secret security clearance. Must obtain and maintain a secret clearance.

- Must be a rated aircrew member (pilot) on flying status in unit to which attached. Required to maintain flying proficiency.
- Periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required by the position.
- This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC.
- Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a TDP.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

AFRC SUPPLEMENTAL QUALIFICATION STANDARDS AUG 2017, Safety and Occupational Health Manager (Pilot) GS-0018-13
SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the next lower grade GS-12, or equivalent in other pay systems, in Safety and Occupational Health and provides the specific knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes managing a higher-level, organization flying safety program. Applying flying safety and occupational health concepts, principles, laws, regulations, and precedent decisions. Advising the senior leadership and staff, as technical authority, on requirements, methods, and techniques of flight accident and mishap investigation, analysis, resolution of flying safety problems, and formal reporting procedures. Developing methods and techniques for resolving flying safety issues and recommending changes. Establishing and revising guidelines to control or eliminate serious flying hazards throughout the organization.
Applicants appointed competitively as a flight instructor at the GS-13 level must be currently qualified as instructor pilot in unit aircraft in which the duties of the position will be performed.
Must have been awarded or qualify for USAF Pilot rating and hold a valid aviation service aeronautical Order. Minimum of 1,000 Total Military Flight Time and instructor qualified in unit aircraft.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established flying safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the specialized flying safety programs; the requirements, methods, and techniques of flight accident and mishap investigation, analysis, resolution of flying safety problems, and formal reporting procedures.
Knowledge of and skill in the application of rated aviator expertise, gained as a pilot on flying status, as it applies to assigned programs.
Broad knowledge of military flying operations.
Knowledge of flying safety, capabilities, limitations, employment, and missions of subordinate unit aircraft.
Ability to formulate plans and policies pertaining to unit flying safety activities, and independently plan and organize work, and meet deadlines.
Ability to communicate effectively, both orally and in writing

This is an Air Reserve Technician position, and an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units.
The incumbent is subject to the normal pressures, deadlines, and other conditions inherent in this position and others found in the aircrew occupation. Also, as appropriate, may be exposed to gravity forces of three to seven depending upon aircraft to which assigned.
Must be a rated aircrew member (pilot) on flying status in unit to which attached. Required to maintain flying proficiency. Periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required by the position.
The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.
