This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Office of the Director. In this position, you will plan, manage and independently oversee system analyses of all the information systems within the Agency.
Duties
Identifies and obtains data required for use in the management and direction of individually assigned equal opportunity and/or program complaint information system support programs.
Develops management plans, procedures, and methodology. Develops and implements procedures and systems for establishing, operating, and assessing the effectiveness of assigned information system supports functions.
Provides substantive contributions in developing and implementing improvements to meet the organization’s mission and function.
Prepares oral and written reports and presentations; prepares graphs and charts to present clear, concise, and effective analytical results of evaluations and studies performed, and provides staff and management with formal presentations.
Serves as the Senior Analyst, Subject Matter Expert, and authority on information systems support services within the Division.
Analyzes and evaluates effectiveness of assigned division information systems functions and activities; makes recommendations for implementation of improvement.

Qualifications

Specialized Experience:
At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing information systems support services; developing and implementing policies and process improvements; and evaluating the effectiveness of information systems functions and activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
