This position is located at Manhattan Sites in Lower Manhattan, New York. Manhattan Sites includes African Burial Ground NM, Castle Clinton NM. Stonewall NM, Federal Hall NM, Governors Island NM, General Grant NM, Hamilton Grange NM, Theodore Roosevelt Birthplace NHS and Saint Paul's Church NHS. Park housing is not available. Telework is authorized per the recruitment request.

Duties

This position will serve as the Supervisory Park Ranger (Interp) for the North District, Manhattan sites. Responsible for managing the operations of the North District of Manhattan Sites which includes General Grant's Tomb National Memorial, Hamilton Grange National Memorial and Theodore Roosevelt Birthplace National Historic Site. Responsibilities include planning, and implementation of NPS policy and programs for interpretation, education, visitor services, resource protection, community outreach, basic public relations and program promotion. Participates in the establishment of Manhattan Sites' operational goals and objectives and develops work plans, staffing plans and budgets to achieve these goals on a district level. Makes operational decisions in managing district interpretive, visitor service and cultural resource protection programs and activities based upon the intent of legislation and policies. Provides guidance and leadership in the decision-making process for programs, both on-site and offsite. Develops and presents interpretive and education programs to diverse audiences to build support for management goals. Interpretation may include tours lectures and various interpretive media. Evaluates the District's interpretive programs and other visitor services and develops recommendations for proposed changes to accommodate changing visitation use trends. Plans and conducts interpretive and educational training, audits interpretive and other programs offered by staff and partners. Supervises a permanent, seasonal, and volunteer staff to carry out, interpretive, visitor use and resource protection programs. Performs overall work planning, establishes work schedules and priorities and assigns and reviews work. Personally discusses with subordinates their work progress and problem areas as they arise. Interviews and recommends the hiring of subordinate staff. Recommends promotions, reassignments, and other personnel changes, approves leave. Develops performance standards and evaluates the performance of subordinates. Recommends awards, and counsels employees whose performance falls short of expectations. Identifies training needed by subordinates and ensures that training opportunities are provided. Carries out minor disciplinary measures such as counseling, written warnings, and reprimands and proposes other more sever discipline in more serious matters. Keeps employees informed of management policies and goals. Establishes and maintains an internal control program to prevent waste, fraud, and abuse and ensures that property, funds, and other assets are safeguarded, obligations and expenditures are in compliance with applicable laws and policy and are properly recorded and accounted for at all times. Monitors the activities of special use permit holders, historic leaseholders, and other partners to assure they are operating as authorized and in compliance with the terms and conditions of their contracts, permits, agreements and/or licenses. Establishes and maintains regular communications with such partners to build effective, positive relationships. In cases of highly sensitive or controversial situations recommends corrective action to supervisors.

Qualifications

All qualifications must be met by the closing date of this announcement-10/16/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supervising, managing park operations, ability to apply principles of interpretation to complex park operations, program development and management, participating on planning teams, inspiring, motivating, and guiding staff to achieve park goals, coach, mentor, training and evaluate subordinate staff. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree with a major study in one of the following fields-natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides you with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described above (50% of the experience requirement), and (45 semester hours or 68 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
