You will serve as a GG-0343-12 Management Analyst for DCMS at Joint Base Andrews, MD, where you will be responsible for providing management liaison services to managers, supervisors, and employees regarding Defense Civilian Intelligence Personnel System (DCIPS) processes and procedures.

Duties

You will conduct analysis of organizational methods and procedures, organizational needs, program effectiveness, and recommend improvements of the internal organizational structure. You will advise management on Defense Civilian Intelligence Personnel System issues relating to internal organizational policies and procedures. You will research and respond to information and data requirements, prepare management analysis reports, provide assistance and advice, and resolve discrepancies and problems. You will use civilian personnel tools and systems to initiate the proper personnel actions for submission to the Civilian Intelligence Personnel Office. You will ensure all personnel actions are completed in a timely manner and meet appropriate quality assurance standards. You will identify civilian personnel issues/errors and work with staff to troubleshoot and correct issues/errors. You will identify areas of procedural deficiencies and provide recommendation to improve processes and procedures.

Requirements

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position may require a 2-year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Conduct organizational analysis of methods/procedures, needs, and program effectiveness in order to recommend improvements to the internal organizational structure. 2. Review and analyze manpower requirements to recommend improvements in the organization's staff mix, work methods, and procedures. 3. Conduct studies to solve staffing problems impacting mission accomplishment and concerning such areas as manpower utilization. 4. Participate in the development of local policies, programs, and procedures designed to meet the needs of management.
