This position is located at the Oscar G. Johnson VAMC, a complexity level 3 facility in Iron Mountain, MI. Advancement thru the developmental level to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the
target position of Administrative Officer.
Duties
Duties Include:
This position is located in the Director's Office at the Oscar G Johnson VA Medical Center, Iron Mountain, MI and will organizationally fall under the Group Practice Manager. The purpose of the position is to oversee and facilitate the administrative management for the Clinic Practice Management (CPM) service. The duties include (but are not limited to) budget, database and records management, coordination of activities and communication that supports department operations, coordination and tracking of human resource actions, procurement, and other administrative functions.
.Participates in regular meetings with service leadership to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs.
Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures, which will increase the general flow of information and overcome bottlenecks in the administrative process.
Serves as the primary Automated Data Application Coordinator (ADPAC) for providing administrative, technical, analytical, and Automated Data Processing (ADP) support.
Serves as the Records Control Officer for the Service.
Responsible for VATAS timekeeping for the service.
Initiates Personal Identity Verification sponsorship for staff.
Oversees the full range of personnel and human resources requirements for onboarding, departing, and current staff including administration of ePerformance.
Manages procurement for the service as well as participates in the budgeting and financial management for the service.

You may qualify based on your experience and/or education as described below:
Specialized Experience: GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support in an office environment; receiving visitors and phone calls; Interpreting a variety directives and policies; utilizing computers, software applications, databases, and automated systems to accomplish work; communicating with clients and customers to provide quality service.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years higher education above a high school education that resulted in any type of a professional degree. (Transcript Required).

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond post high school. (Transcripts Required).You will be rated on the following Competencies for this position.
Specialized Experience: GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization: The incumbent uses judgment in selecting and applying the most appropriate guidelines; determines the appropriateness and applicability of any minor deviations within existing guidelines; and refers to the supervisor situations to which the existing guidelines cannot be applied or that require significant deviations.
