This position functions within Education Service at the Richard L. Roudebush VA Medical Center. Incumbent is responsible for a variety of programmatic, instructional, technical and administrative areas involved with the planning, designing, developing, implementing, conducting, evaluating and coordinating of education and training programs for medical center staff, patients and trainees.
Duties
Duties include but are not limited to:
Functions as a training and education liaison as well as facilitator to provide support to services and top management related to employee training and education.
May perform or assist in special studies, surveys, projects long- and short -term planning related to training and education programs and aids in the prioritization of resources for education/training.
Assists in the delivery of programs, seminars, workshops, classes, book clubs, or courses, the incumbent must establish a rapport with peers and others within and outside the Medical Center and community.
Establishes learning environments in which educational multi-media can be implemented and evaluated in relation to quality, cost, and outcomes.
May serve as the Medical Center liaison with VISN or VAHQ based educational entities in planning, implementation, and evaluation of programs to meet identified medical center needs.
Acts as the NEO Orientation Coordinator for the Medical Center responsible for coordination, implementation, and continuous improvement of the program.
Oversees all aspects of the coordination and disbursement of Tuition Reimbursement Program
Arranges for the delivery of education and training activities, meetings and conferences including identification of instructors/guest speakers, intended audience, space and equipment requirements; preparation of teaching materials; and development of appropriate evaluation methods.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Note: Per OPM, Individual Occupational requirement, major study : education or a subject area related to this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Masters degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Physical Requirements: The work required is generally sedentary in nature, but also includes standing, bending, and carrying light or medium loads of paper, office files, supplies, and equipment. Standing, moving and walking are also required when teaching or illustrating a procedure or process.
